The pilot project of this transnational study is entitled: “Historical systems of development of social enterprises and organizational responsiveness: a comparative study of Taiwan and Mainland China”. Currently, the topic of social enterprises has drawn attentions from many different industries. Therefore, social enterprises are selected as the study topic. However, no matter in Taiwan or in Mainland China, in terms of the development of social enterprises, solutions to practical problems and supporting of relevant systems are more emphasized, but actually there are no directly related laws and regulations. Hence, this study tried to consider the development of social enterprises in Taiwan and Mainland China from the perspective of system, with a way of innovative thought. A comparative study also can be carried out to understand the particularity of developing social enterprises in Taiwan and Mainland China.
This study focused on the social enterprises which facilitate the disabled people to obtain employment. It is hard for the disabled people to obtain employment due to limited congenital conditions, and they are likely to become the vulnerable groups excluded by society. Hence, from the perspective of system, how to be friendly to this group of people to help them and to create employment opportunities has become the key point. Based on the interview with the disabled people on entrepreneurship and with relevant units on career guidance process and experience, this study considered the assistance of social enterprises in employment and entrepreneurship of the disabled people from the perspective of system, and discussed relevant topics.
